2015 Western Canada Summer Games Selection Criteria

INTRODUCTION
Badminton BC is pleased to release the team selection criteria that will be implemented for selection of Team BC to compete at the 2015 Western Canada Summer Games in Wood-Buffalo, AB from August 11th -16th. The Selection Criteria is issued by the High Performance Committee and shall take effect beginning June 12, 2015 and shall apply to all athletes who wish to be considered for nomination to Team BC Badminton and compete.

The Western Canada Summer Games are held every four years, and are the showcase of Training to Compete (T2C-U19) athletes. Team BC is a provincial representative team of over 400 athletes, coaches and mission staff representing British Columbia in 2-weeks of competition in 17 sports competing for the Western Canada Games Trophy. It is the career highlight event for all elite junior aged provincial athletes in Western Canada, and the Territories.
Participation in the Western Canada Summer Games is important to Badminton BC’s high performance program for the following reasons:


• It provides a benchmark to compare the level of training to compete (Junior U19) athletes in Western Canada.
• It is an excellent development opportunity and a significant milestone on the high performance pathway for both athletes and coaches, particularly in a multi-sport games environment.
• It provides enhanced performance services opportunities through Team BC to the benefit of athletes and coaches in the program.
This selection criteria has been created to ensure the most competitive BC Team represents British Columbia in the 2015 Western Canada Summer Games, a Team capable of achieving a Team podium finish at these Games.
Badminton BC will nominate players in accordance to the following process:


1- TEAM COMPOSITION


The Team size will consist of five (5) male athletes and five (5) female athletes supported by a coach and manager. The team will be led by one coach and one manager, of which one must be female and one must be male.

It is TEAM event format


3- ELIGIBILITY


For athletes to be considered, they must meet all of the criteria listed below:
• Athletes must be members in good standing with Badminton BC for the 2015-2016 season.
• Athletes must be born in 1996 or later (under 19 as of December 31st, 2014)
• Athletes are required to sign an agreement indicating their understanding of the selection process.
• Athletes are required to sign and return an athlete agreement contract and code of conduct in order to compete in the 2015 Western Canada Summer Games within seven (7) days after being named to the team.
• Athletes participating in the Western Canada Summer Games must open a Log-It account and regularly log all training activities. The account will be shared with, and viewed by, the Western Canada Games coach. Final Team members will be supported by Badminton BC for 3-months.
• Athletes are required to meet BC residency guidelines as described in the Western Canada Games Technical Package.
• Athletes must be available for training and camp opportunities to be held prior to the event. Athletes must be available for selection for the 2015 Western Canada Summer Games
• Athletes must be available to compete in the 2015 Western Canada Summer Games from August 11th to 16th, inclusive.
• Athletes must meet all other eligibility requirements as describe in more detail in the 2015 Western Canada Summer Games Badminton Technical Package 4.2 and Appendix 1


INELIGIBILITY or EXCLUDED
The following athletes are excluded from 2015 Western Canada Summer Games:
• Current – Canadian National team members (Exception: Athletes who became National Team member after May 1, 2015 are eligible to compete in the 2015 Western Canada Summer Games)
• Athletes currently holding a senior card (as defined by Sport Canada Athlete Assistance program) (Exception: Athletes who have been carded after May 1, 2015 are eligible to compete in 2015 Western Canada Summer Games)
• Athletes who have represented Canada in the following Major Games or Senior Championship: Pan American, Commonwealth, Olympics, Thomas Cup, Uber Cup, World Championship

4- TEAM SELECTION CRITERIA


Identified age eligible athletes will be invited (e-invite) to attend the 2015 Western Canada Games Selection Camp based on the following criteria:
1) Combined performance results in two (2) U19 disciplines in these tournaments:
a. Top 3 results from 2014-2015 BC Junior Circuit tournaments
b. 2015 BK BC Junior Provincial Championship
c. 2015 National Junior Championship
2) Selection will be based on willingness and desire to participate in the Selection Camp and prescribe to the team training program as follows:
•Attend a 4-day Team Selection Camp which may include skill development, mental training information, physical testing and a Trial format over the course of the 4 days - S, D, XD
• Subscribe to a daily monitoring tool provided by Badminton BC
• Complete the standardized testing program provided by Badminton B
• Comply with the training protocols provided by Badminton BC appointed physiologist
Final team selection will be made by the High Performance Committee based on the factors mentioned above and weighted as follows:
• 2014-2015 competition performance results - 20%
• Full attendance at Team Selection Camp - 20%
• Selection Camp Trials results - 15%
• Subscribe to a daily monitoring tool 15%
• Fitness Testing Results - 15%
• Training protocols - 15%
Reserve Players
Two (2) female and two (2) male players will be selected and ranked as Reserve #1 and Reserve #2.
Reserve players, or alternates, will be selected using the criteria above. Reserves will be expected to attend Team Preparation Camp but will not travel to the WCSG or be given uniforms.
Reserves will compete as members of the Team BC only if one of the following situations occurs:

An injury to a selected Team member, which prevents an athlete to compete in the Games.
• If at any time, a selected Team member does not meet the Eligibility Criteria
• A selected Team Member is deemed “unfit to compete” by, but not limited to, any of the following factors:
• Illness
• Physical fitness
• Level of health
• Unrecovered injury
• Competitive readiness
• Failure to meet Badminton BCs Athlete Code of Conduct


The High Performance Committee has the sole discretion in determining that selected Team members are unable to compete because of any one of the reasons set out in the criteria.
Selected athletes will be notified directly by July 24th and will be required to attend the final Team BC Preparation Camp.


5- TIMELINE 


•Invitation for Selection Camp sent - June 13
• Invitations for Selection Camp close - June 23
• Team BC registration – June 30
•Team Selection Camp - July 9-12
• Final BC Team selection will be announced on or before July 24
• Athlete Contracts & Code of Conduct due - July 31
• Team Preparation Camp – July 31- Aug 2
• Team BC departs August 11 and returns August 16


6- GENERAL INFORMATION


• Team selection will be made by the Badminton BC High Performance Committee.
• Athletes are required to wear the Badminton BC competition uniform and Team BC team ceremonial uniform.
•There will be a program cost to participate in the Team Selection Camp (amount TBD)
• Team BC athletes will be required to pay a program participation fee (TBD). The fee will include:
• A Team BC Preparation Camp
• Team BC performance services - strength & conditioning, athlete therapist, functional assessment screening, fitness assessment, nutrition and anti-doping education, and mental training skills

• Badminton BC WCSGs competitive uniform and Team BC WCSGs ceremonial clothing package
• Return transportation to Games on Team BC charter aircraft
• Housing and meals in the Athletes Village while at the Games
• Host Society athlete gift
• A Team BC and Western Canada Games Summer Games multi-sport experience of a lifetime!
• In all cases continued membership on the team is dependent on the athlete demonstrating to the coach and HPC they are maintaining a suitable training regime.

7- APPEALS PROCESS


Any dispute regarding an athlete's selection or non-selection by Badminton BC to the 2015 Western Canada Summer Games team will be managed according to the following procedure:
Appeals Committee
The Board of Directors of Badminton will appoint a three-person Appeals Committee. No member of the Appeals Committee shall be related to an eligible Western Canada Summer Games BC Team athlete, or have been involved in the team selection process.
Appeal Process
The sole grounds for appeal are that the selection criteria has not been properly followed or implemented, and there is reasonable apprehension of bias or conflict of interest by selectors.
If, within 36 hours of the BC Team selection announcement, an athlete believes that there are grounds for appeal, an athlete must submit a written appeal, clearly stating the reasons for appeal. An appeals notice may be sent by mail or email. A receipt of the notice must be made for the appeal to be eligible.

A cash deposit of $100.00 must accompany the written notice of intent to appeal. This deposit will be refunded upon the successful outcome of the appeal.

The appointed Appeals Committee will convene a meeting either in person or by conference call within three (3) days of written receipt of the notification to appeal. All information relating to the appeal will be made available to each member of the Appeals Committee.


The Appeals Committee will convene to review all the evidence. If desired, the appellant has the option to verbally address the Committee.


Upon review of all information and communication, the Appeals Committee will make one of two decisions:
a) Grant the appeal and direct Badminton BC to take appropriate corrective action
b) Reject the appeal


The decisions of the Appeals Committee will be final.
A representative of the Appeals Committee will deliver a decision to the appellant immediately in verbal form, and will follow subsequently in a written manner.
